PROGRAM OVERVIEW

The Office of School Health (OSH) is a joint program of the Department of Education and the Department of Health and Mental Hygiene responsible for promoting the health of the 1.3 million school children enrolled in approximately 1,800 public and non-public schools in the New York City.

The OSH Adolescent Health Unit (AHU) manages, among other programs, school-based health programs at the high school level. These programs include (1) The School-Based Health Center Reproductive Health Project (SBHC RHP), which offers capacity building assistance to school-based health centers (SBHCs) on providing comprehensive primary care services, including sexual and reproductive health services; (2) the Connecting Adolescents to Comprehensive Healthcare (CATCH) program, which offers in-school pregnancy tests, emergency contraception, hormonal contraception and referrals for reproductive health care by OSH staff in school medical rooms; 3) the Mental Health Roadmap Initiative to provide training and technical assistance to school-based mental health professionals; and 4) Foster Care mental health initiative which utilizes innovative Eye Movement Desensitization and Reprocessing (EMDR) treatment modality to treat trauma among young people impacted by the COVID 19 pandemic and other losses and traumas. 

POSITION OVERVIEW 

 

The Senior Program Manager will work under the direction of the Director of SBHC Operations & Technical Assistance at the NYCDOHMH’s Office of School Health (OSH).  Primary responsibilities will include, but not be limited to: supervising Technical Assistance/Program Managers as well as working closely with select SBHC Sponsors to provide monitoring and programmatic oversight of School Based Health Centers located in NYC public schools; developing and implementing leadership and SBHC site-specific training and technical assistance to SBHC interdisciplinary teams; SBHC operations management, including onsite engagement activities, consent distribution, enrollment work, OSCR data entry, improving patient utilization of SBHC services. Responsible for helping SBHC teams engage key stakeholder and collaborate with school principals/personnel. Responsible for the development and promotion of systems that ensure the identification, engagement, and follow-up with SBHC patients, especially sexually active students, including the provision of technical assistance to improve recall and best practices in sexual and reproductive health services. The Senior SBHC Program Manager will also create and update relevant policies and best practice procedures for SBHC administrative operations, working with other SBHC RHP team members in their dissemination to improve operations and management of NYC SBHCs. In addition, the Senior SBHC Program Manager will be responsible for orientation, training, and supervision of SBHC TA program managers.

 

RESPONSIBILITIES  

Duties of the Senior SBHC Program Manager include but are not limited to the following:

  • Under the supervision of the Director of SBHC Operations & Technical Assistance will work closely with SBHC staff to assist in the uniform implementation of best practice strategies to promote and increase SBHC utilization and patient engagement.
  • Provide supervision of the SBHC TA Program Managers on their assignments and work with sponsors. In addition, will also have a select group of SBHC Sponsors that they will be responsible for working with closely.
  • Review and approve annual work plan for over 30 DOHMH funded SBHCs and provide approved work plans for contractual compliance by the Finance unit/team. 
  • Review TA Manager documentation of meeting minutes, agendas with principals,  site visit plans and progress with sponsors on stated goals and objectives.
  • Work with the Director of Operations and Technical Assistance and other program staff on creation of NYC SBHC Operations Manual to incorporate best practice policies/procedures for the operations of SBHCs; maintain and update the NYC SBHC Operations Manual as needed; disseminate to all SBHC sponsors.
  • Provide Sponsors with technical assistance and guidance on implementing the SBHC OSCR Web based program and using OSCR reports to conduct focused outreach and patient management of priority patients.
  • Develop and implement online OSCR Reports training webinars/videos to assist SBHC staff in how to use the reports for performance improvement in key SBHC performance indicators.
  • Work with Training and TA team on developing new trainings for SBHC staff on outreach and enrollment, provision of adolescent teen-friendly services, engaging sexually active students, utilization and penetration into the schools, and collaboration with school personnel; participate and provide oversight/guidance to the TA managers on conducting these trainings both virtually and in person with large audiences.
  • Participate, along with Director of Operations and other team members on conference calls or meetings to address Sponsor and Principal conflicts or areas of concern, including monitoring that each school and sponsor have collaborative protocols in place
  • Work with other OSH Project Directors and NYC SBHC leadership to implement and disseminate best practice policies/procedures to ensure uniformity of service delivery and minimize the variation in services among all SBHCs, particularly for those providing reproductive health services in high school settings.
  • Develop and promote SBHC systems that ensure the identification, engagement and follow up with sexually active students on campus and improvements in recalling of those students who have not returned to the health center. Ensure medical teams provide contraceptive counseling to assist students in decision making and monitor refill needs for BCM methods.
  • Closely review OSCR Quality Improvement Performance Indicators (QPI) to identify SBHC sites and/or SBHC Networks that are low performing and need TA to improve operations. Work with other OSH Project Directors and data/evaluation staff to identify to report on identified SBHCs/Sponsors in need of TA; and working closely with other OSH managers will create corrective action plans to be shared with appropriate SBHC leadership to improve needed performance measures.
  • Work with other OSH Project Directors and program evaluation staff to identify existing low performance SBHC sites in need of guidance and technical assistance; implement action plans with managers and SBHC teams to improve performance.
  • Work closely with SBHC Sponsors the Data and Evaluation unit has indicated are having OSCR data entry challenges; ensure these Sponsors have a corrective action plan to improve timeliness of OSCR data entry.
  • Participate in technical assistance site visits to SBHCs and work with SBHC program directors to implement and monitor Plans of Correction and provide hands on and virtual technical assistance as needed.
  • Ensure that the TA team is creating and updating resource materials provided to SBHCs such as protocols, marketing materials and creative ways to enhance enrollment. Work with teams to promote electronic consents and use of school platforms to improve outcomes.
  • Prepares excel data base reports to guide and ensure outreach, enrollment, utilization, and sexual reproductive health best practices are being implemented in the SBHCs, maintains correspondence with assigned SBHCs, and completes project reports to funders as needed.
  • Participates in School Principal and Sponsor meetings.
  • Participates in senior leadership meetings and works on assigned program projects. 
  • Other related duties assigned by the Director of SBHC Operations and Technical Assistance. 

QUALIFICATIONS 

  • Master’s degree with a minimum of 4-5 years of adolescent health care experience; School Based Health Center and/or Outpatient Clinic experience as well as 3 years of experience in a managerial/supervisory role is preferred.
  • Knowledge and excellent familiarity with hospital sponsored SBHC or adolescent health center patient flow is preferred. 
  • Excellent knowledge and experience in adolescent sexual and reproductive health programs (family planning services) including commitment to ensuring best practices in service delivery is preferred
  • Knowledge of NYCDOE schools and working with school leadership teams
  • Excellent written and communications skills, including public speaking with large audiences; ability to interact with interdisciplinary leadership including medical directors, hospital administrators, NYCDOE principals and assistant principals. 
  • Ability to interpret data, analyze reports on SBHC key indicators and plan strategically for performance improvement of SBHC sites.
  • Ability to perform quality assurance, monitor compliance with contracted scope of services, and provide feedback to sponsors on status of performance.
  • Proficient in Excel, Access, and PowerPoint

SALARY AND BENEFITS

  • Annual Salary range is $98,000 to $103,000.

 ADDITIONAL INFORMATION

There is potential for this position to transition to DOHMH and therefore candidates must meet DOHMH eligibility requirement including NYC residency.

 

This is a 2-year grant-funded position. There may be potential for extended funding after the 2-year period has expired.
