The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between the government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

Since January 2020, DOHMH has been fighting the COVID-19 pandemic- activities include but are not limited to surveillance & epidemiological investigations; lab testing; engaging and providing guidance to healthcare partners; ensuring the safety & health of responders; providing timely and accurate information to the public; promoting the emotional health of New Yorkers and coordinating citywide COVID-19 vaccine administration. With grant funds from Public Health Emergency Preparedness, DOHMH is undertaking a new initiative to establish DOHMH as a Response Ready organization. 

  

DOHMH COVID-19 Vaccination Plan- Round 3 Supplemental Gotham Center, LIC 

DOHMH’s emergency response applications, including resource request and staffing systems, administrative (e.g., Employee Databank), and finance systems, require additional resources to strategize, manage, and support efficiently. These systems are critical in the operational support of emergency preparedness and response and have continuous change requests and development work to meet the ever-changing and growing demands. 

  

POSITION OVERVIEW 

DOHMH has an opening for one (1) Technology Project Manager. This individual will manage multiple emergency response systems to support the response and future pandemic preparedness. This includes assistance with various projects related to data integration, dashboards, immunization, surveillance, and other pandemic emergency response-related projects, as needed. 

 

Technology Project Manager will:

  • Manage emergency management technology initiatives to meet all quality standards, be on time, and stay on budget. Use extensive project management experience, technical experience, and sound judgment to plan and accomplish goals.
  • Oversee the Business Analysis process. Conduct Joint Application Design (JAD) sessions or workshops with business users to elicit information regarding their needs and requirements for enchantment and integration projects. Develop functional requirement documents for small and medium initiatives.
  • Develop a project schedule and a rollout plan and oversee deployment into production, including developing a support plan.
  • Be responsible for the execution of the project and/or enchantments from start to finish.
  • Triage issues and manage production support.
  • Assure proper articulation and reporting of project status to stakeholders and executive management and conduct status meetings.

 

RESPONSIBILITIES

  • Excellent communication (verbal & written) and interpersonal skills.
  • Strong analytical skills and ability to manage and report complex information.
  • Experience with data collection, analysis, and interpretation.
  • Experience with writing and running queries in SQL.
  • Desire to grow professionally, develop new skills, and willingness to work outside of my comfort zone.
  • Experience working with the public health sector and coordinating projects involving multiple stakeholders.
  • Ability to prioritize and work in a fast-paced environment with hard deadlines.
  • Fluency in Microsoft Word, Excel, Outlook, Visio, and PowerPoint.

 

QUALIFICATIONS

  • Minimum 5 years of experience in a role as IT project manager leading complex, enterprise-wide technical and/or business initiatives.
  • Minimum 5 years of experience with managing Software Development Life Cycle (SDLC) Waterfall and/or Agile methodology projects.
  • Minimum 5 years of experience in creating project management artifacts (project charter, project plan, timelines (MS Project or other project management software, requirements documents, project and resource planning, deployment plans, support plans, conversion plans.
  • Minimum 4 years in gathering requirements, business analysis, use cases, and creating functional requirements documents.
  • Minimum 3 years of experience managing web-based applications, especially .net and java web-based solutions using SQL Server 2008 and above.
  • Minimum 3 years of experience in vendor management.

 

Preferred Skills

  • Experience working with City of New York agencies.
  • Experience with programming in .net and/or Java web-based applications.
  • Project Management Professional certification preferred.
  • 3 years of experience in emergency management application systems.
  • Minimum 3 years of experience in managing GIS mapping software systems.

 

Additional Information

  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be expected to work non-business hours during emergencies.

 

SALARY 

  • Salary range is $125,000 to $135,000.

  

WORK SCHEDULE 

9:00 am – 5:00 pm 

Monday through Friday 

Hybrid

RESIDENCY REQUIREMENT 

You must live in NewYork City Tri-state area (NY, NJ, CT) in order tobe considered for a position at FPHNYC.
