DOHMH COVID-19 Vaccination Plan- Round 3 Supplemental Gotham Center, LIC

The New York City Department of Health and Mental Hygiene (DOHMH)’s Office of Emergency Preparedness and Response (OEPR) was created to promote DOHMH’s and NYC’s ability to prevent, prepare for, respond to, and recover from health emergencies. OEPR is responsible for coordinating agency-wide emergency preparedness planning, exercises and training, evaluation of incident response and exercise performance as well as coordinating with community stakeholders, city, state, and federal partners. OEPR envisions a healthy, resilient city in which all New Yorkers are able to achieve and maintain optimal and equitable health outcomes before, during, and after emergencies. OEPR’s work recognizes the social inequities that can negatively impact our efforts to maintain and improve the health of New Yorkers during and after a disaster. The New York City Medical Reserve Corps/Emergency Staffing Unit (MRCESU) Coordinator will be joining the MRCESU in the Bureau of Emergency Field Operations (BEFO), reporting to the Director of the MRCESU.

 

POSITION OVERVIEW

MRCESU is seeking a highly motivated and detail-oriented candidate to serve as a Coordinator supporting staffing for COVID-19 vaccination and other immunization programs and ongoing large-scale emergency response operations. Working closely with the MRCESU team, the members of BEFO and the Bureau of Immunization (BOI), the Coordinator will ensure necessary staffing levels at all operational sites, serve as the primary point of contact for our staffing pool of 65,000+ city employees, verify and maintain records of staff and volunteer service, and assist with the ongoing development of BEFO’s current staff/volunteer management system used to manage staff and volunteers supporting COVID-19 vaccination and other immunization programs and developing related technical procedure documents. The Coordinator will also be responsible for maintaining the New York City Medical Reserve Corps (NYC MRC) volunteer training and event calendar, developing training programs with external partners, including trainings on COVID-19 vaccine programs and all other immunization programs, updating volunteer records in the New York State Department of Health’s ServNY volunteer database to track volunteer participation in these trainings in preparation of their eventual mobilization to support vaccination operations, and managing special projects as needed.

 

RESPONSIBILITIES

  • Work with MRCESU and BEFO staff to maintain staffing levels for citywide emergency response operations, including COVID-19 and other emergency and routine vaccination programs, antibiotic Points of Dispensing (PODs), Post Emergency Canvassing Operations (PECO), and NYC area hurricane shelters.
  • Assist agency staff with the ongoing development of staff/volunteer management system by documenting functional limitations encountered by administrators, tracking technical issues reported by staff and volunteers, coordinating issue resolution with IT support and vendor staff, and developing technical procedure documents on behalf of the MRCESU team.
  • Manage the staff/volunteer management system calendar by scheduling, maintaining, and monitoring all operational shifts for city employees and NYC MRC volunteers across multiple COVID-19 and other emergency and routine vaccination operations, and oversee the weekly release of new shifts in coordination with agency staff.
  • Maintain and verify all records of staff activity in the staff/volunteer management system and develop reports for MRCESU leadership as needed.
  • Maintain all staff and volunteer profiles in the DOHMH Employee Database (EDB) and ServNY volunteer database, ensuring contact information, training status, medical licensure and other necessary information is kept up to date and accurate in real time, ensuring the ability to rapidly and effectively mobilize staff and volunteers in support of COVID-19 vaccination and other immunization operations.
  • Assist BOI with COVID-19 vaccination operations as well as all other immunization operations by providing their staff with regular trainings on the use of the staff/volunteer management system and assisting with technical support and troubleshooting as needed.
  • Serve as the primary MRCESU point of contact for all staff and volunteer inquiries regarding their shifts for emergency response operations, including operations related to COVID-19.
  • Participate in emergency preparedness and response activities that directly or indirectly support the COVID-19 vaccination campaign conducted by the Bureau, Division and Agency. 
  • Participate in Bureau, Division and Agency trainings and activities conducted to advance racial, gender and social equity, including as they relate to COVID-19 vaccination in NYC. 

 

QUALIFICATIONS

  •  A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in the fields of public health, emergency management or volunteer management.
  • Excellent written and verbal communication skills, demonstrated by a writing exercise conducted as part of the interview process.
  • Excellent attention to detail, with the ability to manage, synthesize and analyze large sets of data.
  • Excellent computer skills and demonstrable proficiency with Microsoft Word, Excel, PowerPoint, Outlook and Teams.
  • Proficiency with Adobe Photoshop, Adobe Illustrator and/or Microsoft Publisher preferred.
  • Willingness to learn new programs and complex software used for emergency responses.
  • Ability to manage multiple projects and meet deadlines in a high-pressure and rapidly changing environment.
  • Ability to work independently and assume responsibility for completion of assigned tasks.
  • Ability to work nights and weekends as needed during emergency responses.
  • Comfortable with public speaking and serving as a team leader and trainer.
  • Committed to the prevention of disease through immunization.

 

SALARY 

Salary range is $75,000 - $78,000

9:00 am – 5:00 pm

RESIDENCY REQUIREMENT
